Magna Cum Laude graduate of the University of the Philippines with a Bachelor of Science in Industrial Engineering. He has more than 35 years of experience in development work, specializing in grant-making, strategic planning, project development and management, institutional development, policy analysis, entrepreneurship, financial literacy, and capacity building.

Job / Profession

An Industrial Engineer, development practitioner, consultant, trainer, and executive officer, with extensive experience working with government agencies, international development organizations, NGOs, private sector organizations, and civil society. He most recently served as Chief of Party of the USAID Strength CTIP Project (2019–2025) and previously managed the $24-million USAID Philippine-American Fund.

Work Experience Related to OFWs and Families

Has direct experience in OFW financial literacy and family financial management, particularly through his work with Atikha. He developed and served as lead trainer of the Financial Literacy and Planning Module for OFWs, their families, and communities, benefiting more than 1,000 Filipino seafarers and their families. He also authored financial literacy materials specifically intended for OFWs and their families, covering saving, budgeting, and investing.
